When the transportation system wasn't that convenient, manufacturers tended to set up factories next to their local markets because transportation was too expensive to afford. It wouldn't be wise to set up factories in China or place that now has cheaper labor cost comparing to other countries because of the high transportation cost. Another reason that manufacturers in earlier time wouldn't set up factories outside of their countries is because that the labor cost in their own countries were already low due to people moving form rural area to urban area seeking for better economic opportunities, therefore labor cost was low comparing to that of nowadays.
